Henny (Henny Youngman), talent scout for the Margaret Ames (Sally Eilers) Film Agency in Hollywood, mistakes Judy (Anne Gillis) and Marian (Elyse Knox), the understudies, for Eileen (Marjorie Woodworth) and Betty (Ramsay Ames), the real stars of a Broadway show and signs them up for movies. Margaret, furious with Henny for the blunder, fires him---but only temporarily. Another agent, Marty Allen (Richard Lane), once married to and still in love with Margaret, signs Betty and Eileen. Henny arrives with Judy and Marian, and the nightclub manager asks Henny to emcee the show. Though he is not sure himself what they can do, Henny introduces the girls and they make a hit in a dramatic sketch. (Simmer down, it's just a Monogram movie, and their nightclub attendees can react anyway director Phil Karlstein/Karlson wants them to.) Big-time movie producer R. J. (Alan Dinehart) signs them to a film contract. So, what does this have to do with the title, "A WAVE, a WAC and a Marine"? Because Judy joins the WAVES, Marian the WACS and Marty the Marines and all have two weeks before induction, and that is more than long enough to shoot a Monogram musical-within-a-Monogram musical and have a few days to spare.

They had played brilliant football for "dear old Pen" during their prior semesters, and prison coach Slim Nelson (Slim Summerville) is happy to see them back for graduate work, especially with the annual grudge game with Larson State Pen coming up. Willis, who has been named the new warden for Rockwell, gives them soft jobs and then places a large bet on the Larson eleven. Both Chipper and Darby feel badly about the raw deal handed fellow "student" Tommy Grant (Tony Martin) and his sweetheart, Helen (Phyllis Brooks), who were innocently caught up in a phoney pension racket ran by swindlers Jeffrey Mitchell (Sidney Toler) and Ray Douglas (Robert Allen), and were both jailed. When Phyllis is released from Stillwell Prison for Women, she tells Tommy about the two men and their racket, and he decides to escape, even though he has only a month more to serve, and put an end to their scheme. He plans his break for the night of the prison's "varsity show" and tells Chipper and Darby, who promise to help him. But the pair tie up Tommy and make the break themselves, dressed as women. They go to Springfield, save the victim's money, get a confession from Mitchell and Douglas clearing Tommy and Helen, turn them over to the sheriff...and race back to Rockwell to find their team behind 14-9 late in the game. Can they lead old Rockwell to a comeback victory?

Browne, who has fallen in love with Alice, thinks it is Clint she loves. In their effort to get Browne for his meddling, Richards and Stevens strike at him through Clint.

Gardner meets Gilda Lee (Frances Drake), a member of the gang, and learns of the planned smuggling of a load of counterfeit money at a remote wharf. He arranges with the Federal officers to foil the landing but their presence is detected and the gang escapes, with Gardner being wounded in the melee by his own men. Dillon discovers Gardner's true identity and tells Gilda to take him for a ride. Instead, she helps Gardner kill Dillon, in return for which he promises her immunity. She goes with Strickland to the yacht of John Rudd (Sig Rumann), who is the secret leader of the counterfeiters. Gardner and the federal agents follow her.

After the wedding, Anita reveals that she is already married to an eccentric, violent composer, Louis Capristi, whom she left on their wedding night after he threatened her. Meanwhile, Capristi, under the name Charles Pringle, is imprisoned in an English asylum for the criminally insane since he strangled a woman to death. Anita and Deene are happily in love in England when they are confronted by Capristi, who escaped after he heard about their marriage. Capristi threatens to have them arrested for bigamy unless they allow him to stay a few days until his boat for South America sails. Deene's friend, Scotland Yard Inspector Slante, becomes suspicious of Capristi and posts guards to watch him. One evening in a restaurant in Soho, the French girl Mariette recognizes Capristi as Pringle, and he murders her. Disguising his voice, Capristi calls Deene and lures him out of the house by telling him to meet Slante at Mariette's apartment.
