During the latter stages of the Civil War, a gang of supposed Confederates, headed by Alex Morel (Lionel Atwill), raid all gold shipments destined for Washington from Oro Grande, California. In the first chapter, "Murder By Accident", Captain Steve Clark (Dennis Moore), is recognized as a Union Secret Service agent by Morel's accomplice Trina Dessard (Virginia Christine), and, with his friend Idaho Jones (Joe Sawyer), is ambushed in the baggage car and sent to almost certain death when the car is un-coupled and plunges down the mountainside. Leaping to safety, in order to be around for the next 12 chapters, Idaho and Steve report to Colonel Sewell (Addison Richards) in Oro Grande, and Idaho introduces himself as a Wells Fargo detective to Cathy Haines (Wanda McKay), the Oro Grande company agent. Steve and Idaho learn that the Morel raiders are only posing as Confederates, and their headquarters are at Morel's "Golden Eagle" saloon. In a raid on the hideout, Steve's brother Jim (Gene Garrick) is killed by the gang. The next victim is Confederate Army Captain Clay Randolph (Regis Toomey) who has discovered that Morel is connected with a group of Prussian spies and gives Steve a clue before he dies. The clue leads Steve to a San Francisco dive owned by Abel Rackerby (Charles Wagenheim), who, thinking he has Steve in his power, exposes the ring's activities and operation methods. Aided by the San Francisco Secret Service, Steve escapes and returns to Oro Grande, where in Chapter 13, "Golden Vengeance", he and Idaho round up the spies.
A young woman is on death row for the murder of a man who was blackmailing her family, although she claims she was framed. Her fiance, a doctor who is conducting experiments on reviving the dead, also happens to be the state's executioner, and is assigned to pull the switch when she is strapped into the electric chair. A famous criminologist, believing her to be innocent, rushes to investigate the case and clear her before her execution date.

The third of Universal's three serials headlining the Dead End Kids and Little Tough Guys (preceded by "Junior G-Men" and "Sea Raiders") is the 55th of Universal's sound-era serials (followed "Gang Busters" and ahead of "Overland Mail") and is the last 12-chapter serial (despite some source that lists it as 13 chapters) released by Universal; "Overland Mail" had 15 episodes while the remaining 13 serials released by Universal Pictures (none of which were ever distributed to theatres by MCA/Universal which didn't exist in the years that Universal produced serials) were all 13 episodes. This one finds the gang, Billy "Ace" Holden (Billy Halop), "Bolts" Larson (Huntz Hall), "Stick" Munsey (Gabriel Dell) and "Greaseball" Plunkett (Bernard Punsly) working in an airplane/auto junk yard owned by Ace's father (Eddy Waller.) Their truck is stolen by members of a fifth column organization, the Order of the Black Dragonfly, but when government agent Don Ames (Richard Lane) returns the recovered truck, Ace, who distrusts law men, refuses to give Ames a description of the men who stole the truck. Ames decides to let Jerry Markham (Frank Albertson), young leader of the Junior G-Men, who knows both Ace and his brother Eddie (Gene Reynolds) through their mutual interest in airplanes and flying, try to gain Ace's cooperation. The Axis agents, Araka (Turhan Bey), Augar (John Bagni), Beal (John Bleifer), Monk (Noel Cravat) and Comora (Edward Forrest), report to the Japanese leader of the Black Dragonfly, The Baron (Lionel Atwill), at his farmhouse headquarters outside the city. In an attempt to track down the spies, Ace and his friends drive their truck near the farm and are spotted by the enemy agents. Monk, the gang's pilot, tries to bomb the truck and the boys appear doomed. But not so with many chapters still remaining in this 12-chapter-only serial

After five men previously acquitted of various criminal charges are murdered by a mysterious avenger known as Dr. Rx, police Inspector Hurd (Edmund MacDonald) and Sergeant Sweeney (Shemp Howard) ask private investigator Jerry Church (Patric Knowles) to help them on the case. He takes the case after talking to Dudley Crispin (Samuel S. Hinds), a brilliant attorney who had defended three of the murdered men. Crispin gains an acquittal for his latest client, Zarini (Matty Fain), but the latter falls dead in the courtroom. Jerry marries Kit Logan (Anne Gwynne), who becomes frightened and persuades Jerry to quit the case. He stays however after Ernie Paul (John Gallaudet), suspected of the Zarini murder, threatens to "get" him if he does not stay on and clear Paul. Dr. Rx captures Jerry and attempts to frighten him into insanity by strapping him on an operating table, and pretending to exchange the detective's brain for a gorilla (Ray Corrigan in his gorilla suit).
